A/C works only when radiator fan is on V70-XC70 1998

Hi -

1998 V70R AWD. A/C has been blowing cool and hot intermittently, so I decided to add 1/2 can of R134a, for lack of a better idea. This did not seem to make a difference. However, I observed the following sequence:

1) A/C fast cycles, the pressure (at low pressure port) fluctuates between 65 and 120 psi, and it blows hot air.

2) As soon as radiator fan kicks in (car idling in driveway on a warm day), the A/C immediately cycles normally between 20 and 45 psi.

3) When radiator fan turns off again, A/C clutch stays engaged for extended period of time, but pressure rises slowly. When certain pressure is reached (after 30-60 seconds), fast cycling with 65-120 psi returns, as above.

What does this mean? Thanks in advance.
