0-60 time for '93 850 850 1993

A few auto publications I have read over the years have quoted 0-60 times for the '93 850 between 8.5 & 9.5 seconds. In contrast, my father said his old '77 Camaro Z28 (350-ci) did 0-60 at around the same time. Why is it that the much heavier Z28 put out around the same hp as a '93 850 did (170 hp), let alone accelerate at around the same pace? I've gone up against stock mid-70s Camaros with our Volvo and have won every single time. One more: Were GM and Volvo engines from the '70s really strangled by smog equipment?
