Good Service Dept in Virginia? V70-XC70 1998

Just got a 1998 V70XC. Already have a 1995 850 GLT. Looking for good reputable service (dealer or independent) in Northern Virginia area.

Tried Fairfax Volvo . . . had a gut feeling we were ripped off on brake job . . . dealer recommended front brake rotors replaced during 60K service . . . two weeks later, the car vibrated during braking . . . dealer said the rear brake rotors went bad . . . brakes were felt fine before going to the dealer for 60K service. What are the chances of front and rear brake rotors going bad within 2 weeks??? Service advisor sounded like a salesman.
