EGR leak 850

I got a 154 code on my 1994 850 NA that means ERG leakage. So I took it out, cleaned it and noticed that by blowing thru it where the pipe coming from the exhaust attacches, some air will flow as if the valve were not sealing completely. As the diaphragm is ok and holding vaccum I suspect the valve seal is bad. Does any one know if this valve should seal off completely when no vacumm is applied, or should there be some flow? Idle is fluctuating just a bit. It is not rock solid as ususl.
