Is my strut mount broken? 850 1995

While hunting for loose suspention components to find the CLUNK I hear over bumps I noticed that on the passenger side one part seems to be loose. From the engine compartment I can see the top of the strut mount where the top of the strut shaft pokes through. It appears to be bolted to what I can only describe as a 3" diameter washer/plate with rubber feet on it. At first glance the assembly looks solid, but I can grab the washer and twist the washer and shaft. It isn't flopping around but I can twist it around.

On the drivers side the washer and shaft are solid and I cannot twist them around. Also, the washer feet on this side seem to be in the air about 1/8" or so.

Does this sound typical of a broken strut mount?

Also, does anyone have any comments on Bilstein struts vs Koni struts?
