Yes, on the later model 850's the front sway bar bushings are vulcanized to the bar, and thus cannot be replaced. When the bushings go bad the whole bar must be replaced. On the 1993 models the front bar was different, and the bushings were replaceable. But on that style they wear out very quickly and they changed the design to avoid this problem. But I do not know if the later style bushing should rotate in the bracket- I suspect the tighter the better. The fact that the bar sprung up when you disconnected the end links suggests that the frame brackets were tightened down with the suspension loaded (wheels on the ground). I did not know this was the case.
