s70 t5 upgrading engine

Can the s70 t5's engine be safely tuned to over 300 hp?

I have a friend who is thinking of doing actual reboring of the engine to get more power. Would it be better for the engine to simply to upgrade the ECU, turbo impeller (www.easternaerospace.com) along with intake manifold, exhaust manifold polishing?
