had starting S70 1999

recently my '99 s-70 glt (41,0000 experienced hard starting. it cranks for about 5 - 10 seconds before firing. i do find if i give it part throttle it starts quicker. initially i replaced the plugs which were worn with cahmpion rc12yc's but it was till hard to start. after 2 days i replaced the champions with autolite 3943's which didn't help either. by the way the area under the cam cover had oil in all the recessess and the plug well for #2 plug was wet with oil but the plug was dry on removal. is the fuel filter the next logical replacement?? thanks in advance for all the help.
