car woulnt start 850 1996

ok just got this car 3 months ago everything was ok, went out to start it this am and it woulnt turn over, finally gave it some gas and it did go with trouble, was letting it warm in drive way was going to take for spn when i noticed what looked like steam or smoke comming from behind radiator or under engine. will it be safe to drive to garage or should i call a tow truck? what could be wrong with it? I didnt notice electric fan going on, but it was morning and a little chilly. thanks kelly
