Blower Motor 850 1997

Well been living without the Blower unit, but with the morning dew in the NE, it's time to start looking at this again.

If it was a short somewhere wouldn'the short then be on the negative side? I just pulled the Plug and put the #5 Fuse back in and I have a positive voltage. The connector was marked + /- where the Blue wire was +.

Also if it was short somewhere wouldn't the fan switch still vary the Blower Speed? Right now with or without the key on the fan speed is steady at low speed and with the ignition key on and then vary the fan switch and the fan does not change..

I'm guess then the only way for the Fan to see power is that something in the Climate Control unit has failed... Does the Climate Control see power around the ignitiom switch?
