Instrument Panel - backlighting cut in half...how to service? V70-XC70 1999

When driving at night, part of the instrumentation panel appears darkened, as if one backlight device is no longer working. Looking at the speedometer, from 60MPH down to OMPH and moving to left from over to the temperature gauge, is no longer backlit. Rest of instrument panel is.

Any ideas - fuse, bad light? If former, great, i could access, but if i need to get access to replace a bulb behind the instrument panel...is there, ahem, instructions on how to do this?
