1998 S70 Is 23 MPG normal? S70

Hi guys,
I'm just out of a 2001 S-60 T5 with a manual shift, and into a 1998 S70 base model with an automatic. With the S-60, I was getting 29 MPG in the city and with my S70, I'm only getting 23. Is this normal? The car has no codes, and runs really well. I'm not hard on the accelerator, either. The shifter is in the "economy" setting. I'd be interested to hear what others are getting for fuel consumption with their S70's. Thanks!!
