1998 S70 Is 23 MPG normal? S70

That mimics my 1998 V70R.

Things to check for:

Clean air filter
5 or 10W30, synthetic with a Mann filter
Tranny flush
Proper tire pressure from the gas cap lid, plus 5psi.
New OEM spark plugs.

Jack up the car, blocking the opposite wheels, the tranny in N, and no parking brake applied. Spin the wheels forward and check for brake noise. This is especially true for the rear wheels where the brake shoes can fall and rub.

You might want to spend $100 for a good alignment.

If the car has new tires, wait 5K miles for the rubber to stop squirming.

Don't forget to change the cabin air filter.
