Lower Ball Joints Worn at 90K 850 1995

I just left my car in a repair shop for inspection. They lifted it and found that the lower ball joints are seriously worn. They let me look at them and move the front wheels by myslef. Scary!!! I had many cars and only saw this kind loose ball joint in my Russian car.

Is this reasonable to expect this failure at 90K and "pothole dense" NYC roads?

They quoted some $300 for parts and labor. Is this normal? Is replacing ball joints a DIY job?

This is the first big ticket failure in the car since I bought it a year and a half and 26K miles ago.
