Sunroof seal is leaking

OK.

If that is the problem I think that you have to get a new glass panel.

I believe that the metal frame around the glass under the rubber seal rusts and then water seeps past and it rusts even more.

People have tried silicone to seal the leaks, but that doesn't seem to be very effective.

You may also check the condition of a used glass panel at a pick-n-pull by lifting the rubber seal to see if the metal frame is intact.
