Mystery Plug and Unknown Smell S70 1998

There is a strong gas/exhaust type smell in the cabin of my recently acquired 1998 V70 GLT. Almost smells like the engine is running rich and seems to intensify with the heat/AC turned on. The car passed all local safety and emissions tests, so I didn't really think much of it until I found a tiny plug in the engine bay. I've located a diagram of the engine and where the plug should fit, but don't know enough to understand what purpose it serves, or how much work is envolved in replacing it. I'm thinking it might have something to do with the smell issue. Any thoughts?
