Replaced 850 Starter now the old and new dont work. 850 1994

I just replaced the starter in my volvo 850, because my old one worked intermittently. After I replaced it with the new one the new one does not turn. So I took it back out to bench test it and it turned. So I put the old one in. Nothing again. Both test and work to some degee. I checked for power from the battery and it is there. Cleaned all the grounds and contacts to the starter. Still nothing. No solinoid click no nothing.
Is there a starter main fuse on these? is there a relay for this circut?
I tried starting it in P and N. Right now I (and everyone I know are all out of ideas. I just tried to jump the alarm relay as well
