Charcoal Canister Woes!!!! 850 1996

I have a 1996 850 turbo sedan with 120k. Recently the car has had hesitation when starting. This only happens after I have filled the gas tank full. It only does it after getting the tank filled. Also Recently the charcoal canister has gone on the fritz. Dealer told me it was no big deal, but I have a hunch that is what is making my car hesitate. Anybody eles have problems with this canister? Its in the left hand side of the front bumper. Anybody know how much for a replacement? I was gonna buy a valentine 1 but I guess that plan my have to go on hold.
