If you live in the US, VCNA (Volvo) covers ALL bulbs under warranty for the cars warranty duration, 4 years, 50K miles at ALL dealers everywhere (all 50 states), NO EXCEPTIONS!

Your dealer is then ripping you off and you should call Volvos customer service about this as they're just wrong, period.
