If the bulbs are burning out due to excess voltage, that means that either;

1. The bulbs in question are not designed to handle the voltage - in which case a new bulb design would cure the problem - or

2. The charging system produces a higher voltage than other charging systems - this would shorten the service life of all the bulbs and many electrical components, a resistor in the headlamp circuit would not do much good for the other components.

A resistor in the circuit would reduce all voltages by the same percentage - to curb a spike effectively, the resistance value would have to be high enough to cause problems with the normal voltage.

A component to curb spikes would have to be more than a simple resistor, it would have to produce inductance or capacitance, or some other effect.
