1996+ Volvos do have weak solder joints in the ABS modules. 1993-5 850s seldom fail, but the units are not interchangeable.

Not all scanners are equal. Try borrowing one at your local autoparts store.

Look around your area for someone that will fix yours. Victor has been doing them for quite some time. Just scan his name.
