Rear seats/Belts V70-XC70 2001

Sometime back the release for folding the driver's side rear seat down failed in my V70.
By taking apart the passenger side rear seat top housing I found where the actual latch
was and was able to stick an ice pick through the (fabric) upholstery to get it released
so that I could take off the housing and patch up the plastic box that moves the actuator
(using epoxy glue and popsicle sticks). Worked great.
Some time after that I noticed that the passenger side rear seat could not be folded to
the upright position because the seat belt around it was too tight! Since nobody rides
in the back seat much I didn't pay too much attention until Friday night I couldn't get
the driver's side seat to the upright position either, because the seatbelt was too tight.
Is there any quick/easy way to make the seat belt release so that I can put the seats back up?
