Bumper scrape V70-XC70 1998

I have a 98 v70 glt which I recently parked outside of a store, when I returned to my car there was a large deep scrape on the front bumper. Apparently some idiot ran into my car and drove off. My question is; would it be cheaper to replace the entire bumper cover, or is it easy to repair with some type of bondo? Also, all the bumper covers I have found online have no washer holes, are there any with washer holes? Any advice is greatly appreciated.
