Accelerator not operable when cold 850 1996

The accelerator/throttle on my 850 turbo remains stuck shut when it is very cold. I can barely get the RPMs to 1500, and there is no turbo boost, petal is very stiff. After the engine reaches temp, and after a mile or so of driving, the accelerator frees up and the turbo boost will kicks in. What is going on?
