Car won't warm up 850 1995

I have a 1995 T-5R and on chilly/cold days (like below 45 or 50 degrees), my car takes a long time to, or never reaches the middle point of the temperature gauge. This strikes me as being very bizarre. Is this a good thing or bad thing? Thanks for the input
