replacing throttle switch,,how much? 850 95

It looks like my cold weather idealing problem may be the throttle switch. The car revs real high when cold, will not shift out of 1st, just for a minute or two until warm. I have gotten around the problem by putting it in "3" gear,,back into "D" and it is gone. If it is the throttle switch can I replace it? If not how much should I be charged? (my new volvo dealer says 350.00,,,seems high).
