low idle on downshift and brake warning light on S60 2003

My 2003 S60 vibrates a fair amount when coming to a stop. It seems as though the transmission is not shifting down quick enough. The rpm's drop to about 500 when this happens and the engine/car vibrates. It's like driving a stick and lugging the engine--not shifting soon enough. Does this sound major, like a trans rebuild or minor like a sensor of some sort? Also, the brake warning light came on the other day and the message appeared: "low brake fluid-urgent". The brake fluid is where it should be and the brakes are working fine. Any help before I take it to the dealer?
