driver wiper blade not flush 850 1996

My drivers side wiper is not swinging flush with my windsheild. it does out of the 90 degree swing it does the first 75 degrees are ok but the remaining 15 leave plenty of spray behind.

I swapped blades but that made no difference so i figure something is wrong with the wiper arm. I probably should not have but i got so frustrated i tried to bend the wiper arm to give it more pressure up near the top of the swing .. that gave me 5 more degrees .. 10 left. Any suggestions?
