Get a compression check to see if the valves are OK. The engine must be warm to get valid readings. If the intital reading for #3 is real low, add a table spoon of oil to the cylinder and try a second reading - this will coat the rings and if the compression does not go up, then you have a broken ring.

In either case, it isn't going to be easy to fix.
