Help! Getting back SAS'd by my 96 GLT 850

I've been trying to fixed my SAS because of a P0410 code (failed inspection). Checked pumpand it was shot, replaced it. Verified it works beautiful now. Checked air pump relay, there was nothing left of it, replaced it with new from FCP. Can not verify if it works, really don't know what to check. So far, I put a voltmeter to it and got 12v from both end plugs and 2.14v from center plug. Checked my SAS vacuum solenoid and it was inop. replaced it and verified it's operation. Problem is that my pump still doesn't come on when started from cold. What should I do next?
