Braking question V70-XC70 1999

Hi, all,

During my afternoon commuting, I steped on the brake at a speed of about 65 mph and for a fraction of a second my v70 kept going before braking had an effect (not a Toyota issue). This was not the first time. when I thought it over, my explanation is as follow. Please let me know whether it makes sense.

It was raining today and I was cruising for a period of time without braking that resulted rain soaked braking pads and rotors. It will take a fraction of a second to clear off water between pads and rotor when the braking pedal was depressed.

I have noticed my v70 pulled towards one side (either side) sometimes recently. Not sure whether it has anything to do with issue described above.
