Insufficient Heat 850 96

I recently moved to Alaska where the temps are 15f (-9c). The car comes up to temp fine and the heater seems to work; however while driving the interior gets progressively colder. I have read the manual and tried all combinations of vents closed and heater selections. Am I missing something? Do I need to restrict airflow under the hood? Winter is coming and I am concerned about the -40f (-40c) days!
