Can't get tank to take gas! V70-XC70 1998

I recently bought a 98 XC70 with a troublesome problem.
When trying to fill the tank it will only take the fuel REAL SLOWLY.
I understand that there is a valve at the bottom of the fuel filler tube that can shut off during a vapor test by the computer.
I have tried turning the key off and on, starting and stopping the engine to no avail.
The problem is so bad that I have run out of patience at about $20 worth of gas.
(And people at the service station look at me like I am taking way too long to gas up the car.)
Is there a way to force that valve open and it stay that way?
I also have a code for a small evaporative control system leak. Could it be related?
The former owner said it has been that way for a while but sometimes fills just fine.
He also has had a recent fuel pump replacement and I wondered why the problem was not address when the tank was out.
I really don't want to pull the tank on this AWD vehicle.
Any suggestions?
