Starting issue and electrical problems 850 1997

That's almost certainly a fuel pressure issue! Most likely problem is the check valve that's supoosed to maintain pressure when the engine is off. Other posts suggest you can't replace just the check valve by itself, so if money is tight, just keep on waiting for the pump to prime before you start the engine. When you have to replace the fuel pump, then you'll be fixing the check valve, too.
