You do not need to run the engine with the fuse pulled. Just remove the pressure by pushing the schrader valve.

There will always be some fuel in the gas line that will dribble out when you uncouple the fuel filter. I've known mechanics that will use a wad of chewing gum to plug the line, that does mess up the flavor of the gum though :)
