Fog Light Saftware/Fuse/Relay Challenge on a 98 S70 GLT S70 1998

Just took the Fog lights out of a 98 S70 T5 and put them in a 98 S70 GLT. Prior to removing them from the T5 they worked fine. The wiring was in place in the GLT. I just installed the fog lights and hooked up the wire to both the lights and dash switch from the T5. After installing them in the GLT the fog lights will no turn on. The fuse is good. Is there a software upgrade needed? And or is there a relay that I need to purchase? I called the Volvo shop and they have no idea. They did not think there was a software upgrade, however when I check the owners manual it references an accessory plug drop down found under the drivers side dash. The manual further notes to contact the dealer for any accessory upgrade. That leads me to think that there is some type of software upgrade available. Any help would be appreciated.
