The fpr is attached to the fuel injector rail, not the intake manifold. And yes, if the gasket in the fpr gets a sizeable hole in it, the fuel will flow into the manifold through the vacuum tree. That explains a lot!

Just pull the aluminum dressing plate forward and up, it snaps off, to get to the rail. Two aluminum screws hold down the rail and the injectors. If you remove the screws on top of the engine that hold down the fuel lines, you can lift the injectors up - carefully so you don't hurt the seals. Oh, watch out for the top seals, I lost a couple when they just fell of the fuel rail.
