still wont pass inspection 850

1996 850 n/a 137k. runs excellent. replaced sas system reset code po410. code came back excactly at 400 mi. fixed vacuum leak? with new elbows but code came back again at 400 mi. my grizzled pops(volvo enthusist) says seal the gas cap with some vasoline. did this then cleared that darn po410 code. I now have 800+ mi. with no check engine light but wont pass nys inspection due to " 3 monitors still to be checked." wtf? how long do i have to drive ? Im going to get pulled over and ticketed for sure with this expired temp inspection sticker. do i throw more money at it? PCV system is original. FCP groton has been great for parts.
