Blower switch or resistor? 850 1996

I've lost one of the blower speed settings on my 96 850 with manual climate control. Fan does not blow on setting 1, but works fine on 2,3, and 4. Is this a switch problem, or the blower resistor? I noticed the AC compressor still comes on in switch position 1, (with no blower) leading me to think it's not the switch.

Can anyone shed some light on what the faulty component might be? The resistor can be replaced separate from the blower fan, right?
