No...not really. An aftermarket one or homemade one with proper heatshield WILL do much better than the stock one.

On the dyno machine, open airbox, hood with no filter made an 15hp increase at the wheels. So you can safely assume, with a cone shape filter will probably get somewhere close to 10hp at wheels if you have good insulation.
