Ray,

I believe that the limiter on 1999 (and later) TURBO models is 130mph and on the non-turbo models is 120mph.

I have had my cars once to a tad over 140 mph, I was told that for 1998 all turbo models were limited to 145mph.

A Volvo Retailer will not (and most will not go into the troublemin finding out how) remove the governor. It can be done, though.
