Poor & dull Low Beam lights 850 1995

The Low Beam head lights on my car appear to be going dimmer and dimmer. The other day I could not see very far and had to rely dangerously on the high beam to see the road. What is the cause of this problem? Is there a short circuit or deffective bulb or relay? Has anyone experienced this problem before and what was your solution
