2003 c70 radio fuse C70 2003

Im looking at buying a 2003 c70. The PO had a battery installed at pepboys in may, and then the alternator changed at the same place 3 days later. When he picked the car up, the radio would not power on. They told him to replace the fuse (#7) and it will turn on. This fuse pops everytime it is replaced.

I highly doubt that the shop turned the key to position 2 (not sure if this is required as with the s60) Vadis says that it must be in position 2 to avoid a surge of the srs system, could this also apply to the radio?

I didnt have tools when I went to look at it, so i could not try reconnecting the battery.

Any ideas?
