Can't adjust temp of a/c vents 850 1995

I have the climate control with independent adjustment of the driver and passenger sides. The driver's side adjusts fine, but the passenger side will not go to heat, only blows cool. This is the same whether it is turned up to the red, auto, or manual select. Is there some part that fails?
