After washing down the engine, it will not start. Help! S70 1998

I did take it to a local shop.They checked it for free & said it has plenty of freon and that the compressor is working. He did say he thought it was an electrical issue but he also said that one of the fuses is blown and that it probably goes to the lighter. I will check all the fuses as soon as it cools down here. My car registered 111 degrees. Oh! The lights are not blinking on the climate control knobs when I start the car.This auto repair center does not a machine to do the diagnostic codes.
Maybe it's just me but it sure seems like it's blowing much cooler air when it's idling. Thanks for the wonderful information.
