Starter Lock out after Accidental Alarm Activation 850 1995

I've had this problem happen several times where the alarm gets activated accidentally from hitting the remote while in the car, and then trying to start the car, or some other sequence that activates the alarm. First it is hard to deactivate the alarm. It seems to require relocking and unlocking with the remote and then starting the car. Second often the car won't crank even after the alarm is silenced. Where is the lock out for this, or what causes the problem.
