Tranny not downshifting? 850 1994

Greetings to all! starting yesterday, when at a stop sign or traffic light, my 850 wagon shakes and rattles and i noticed when accelerating after the stop it has no pick up, no power, so what i am assuming is that the transmission is not downshifting, stuck in 2nd or 3rd gear. It does not seem to be consistent, and it did it this morning two blocks from home, so the engine/trans had not had a chance to get fully warmed up yet. I have no trouble lights on in the dash, everything else seems to be working fine. What are your suggestions?
