This is a new one for me. Packing material from a muffler? Or is your CAT falling apart? How many miles on your car? Volvo mufflers usually go 200K miles without problems.

With the exhaust nice and cold, try shaking the mufflers side to side and see if there is any noise. With a closed fist or rubber mallet, pound the side of the CAT lightly and see if the insides make noise - should not.
