Won't shift when it's cold 850 1994

My '94 850 automatic seems to want to stay in the lowest gear when it's cold. I will let the car warm up for 5 minutes, but when I put it in drive and accelerate, the car won't go into 2nd gear. The RPM's go through the roof, and it stays in 1st. After a minute or so of driving 10 miles an hour, it will drive normally, and shift through the gears. Is this an early transmission problem, or could it be something else?
