Problem with electricity 850 1992

no, I'm not grounding, it's +12v from battery positive, injectors normally are getting 12v but only once per engine's cycle and twice in starting. What engine gets is controlled by intake valves. idling is pretty ok and car is running well, accelerates faster because it's getting fuel right when it needs. Ok. fuel consumption is a lil higher but it's ok. in estonia we have two types of gas 95 and 98. With 98 fuel cons is about 8L/100km (80% highway,20% city) right now, but when my car was ok, it was ca 7L/100km maybe even less if you can drive always with 50 mph(I can't)

ICV is controlled with different voltage as I know but mine is continuously whirring. Tried ecu-s from another car but nothing changed
tried another ICV - same problem

You are right - EE means Estonia and our cars are almost same, I guess, because Sweden is near us - just 10 hours away with ship.
